President & CEO

Jon Hammock, President, CEO, and Founder of KeyLogic Systems, Inc., has over 25 years of technical and management experience. From the beginning, KeyLogic was founded on the philosophy of building great client relationships through deep partnerships and thought leadership. These principles are still at the heart of KeyLogic and are clearly seen in the corporate mission and vision.

Hammock is responsible for KeyLogic’s long range strategic plans and initiatives focusing on and advancing critically important, nationally successful missions. Under Hammock's leadership, KeyLogic has seen a track record of success including 16 consecutive years of growth. Hammock is most proud of KeyLogic's unwavering attention to customer's mission success and satisfaction which is best demonstrated by never having a one-time customer - every customer has provided repeat business.

Hammock has a BS degree in Computer Science from West Virginia University and an MBA from the University of South Carolina. He is a member of the WVU Lane Department of Computer Science & Electrical Engineering's Academy of Distinguished Graduates. He also sits on the WVU Statler College of Engineering and Mineral Resources Advisory Board. An active member of the community, Hammock serves on the Morgantown Area Chamber of Commerce Board of Directors, the United Way of Monongalia and Preston Counties Board of Directors, and the Foundation for Mon General Hospital. Hammock's past work experience includes General Electric and Westinghouse.

His work with KeyLogic has earned him recognition as the 2009 Ernst & Young Entrepreneur of the Year and the 2015 Milan Puskar Entrepreneur of the Year Award from the Morgantown Area Chamber of Commerce. KeyLogic was awarded the U.S. Small Business Administration 2015 National Prime Contractor of the Year and the U.S. Department of Energy Small Business of the Year (FY) 2014. In addition, KeyLogic has earned recognition from Washington Technology Fast 50, Inc. 500/5000, Federal Times' Top Contractors, and the Morgantown Area Chamber of Commerce.

Bissett, Ken 2012

Ken Bissett
Chief Financial Officer

Ken Bissett has more than 25 years of experience performing and managing all aspects of finance, accounting, planning, contracts, human resources, administration, and general operations management. As Chief Financial Officer (CFO), Mr. Bissett develops strategies to maintain the company’s strong financial growth, manages corporate processes and fiscal systems, and oversees all of KeyLogic’s daily business operations.

Before joining KeyLogic, Mr. Bissett served as CFO for several companies, including LJT & Associates, SIMmersion LLC, and TSI TelSys. He received his BS degree in Accounting from Fairmont State College.

Butler, Carey 2012

Carey Butler, PE, PMP, PgMP 
 VP of Energy Division

Carey Butler is KeyLogic's VP of Energy Division. With 30 years of technical program management expertise and responsibility for numerous multi-million-dollar contracts, Mr. Butler has worked with many federal customers including the Department of Energy, NASA, and Department of Defense. Mr. Butler leads business development efforts in the areas of Energy & Environmental Technology Management and R&D Technology Management.

Mr. Butler earned a BS in Engineering Physics from the U.S. Naval Academy, an MA in National Security Affairs from U.S. Naval Post-Graduate School, and a MSE in Geotechnical-Environmental Engineering from West Virginia University. He served 26 years in the U.S. Navy and Naval Reserve as a Nuclear Submarine Officer and Engineering Duty Officer with assignments in the Naval Sea Systems Command and the Office of Naval Research.

Copen, Glenn 2012

Glenn Copen, PMP
VP of National Security Division

Glenn Copen, VP of National Security Division and KeyLogic’s Portfolio and Performance Management Strategic Business Unit (SBU), joined KeyLogic with more than 30 years of technology experience and over 20 years of project management experience. Mr. Copen studied Mathematics at West Virginia University and, prior to joining KeyLogic, worked with companies including AT&T, Bell Atlantic, Nationwide Insurance, Sterling Software (now Computer Associates), and ManTech Corporation.

At KeyLogic, Mr. Copen has been instrumental in the expansion of civilian programs and the development of KeyLogic’s methodology for IT portfolio management and Earned Value Management. He has performed duties as Senior Performance Analyst and Senior Project Manager for agencies including the Department of Labor (DOL), General Services Administration (GSA), and Department of Housing and Urban Development (HUD). He leads KeyLogic’s team supporting Northrop Grumman and the National Aeronautics and Space Administration (NASA) with Independent Verification and Validation (IV&V) services.

John Marinaro
VP of Federal Civilian Division

John D. Marinaro is the Vice President of the Federal Civilian Division He has over 33 years in government and civil service.  Mr. Marinaro has held management positions devoted to fields such as:  aerospace and electrical engineering; safety management, particularly in NASA operations; software development and validation; airplane and helicopter flight operations; and other project management responsibilities.  His career includes service with NASA, the Federal Aviation Administration, the Naval Air Systems Command, and three of the four major branches of the United States (US) Armed Forces.  Mr. Marinaro is the recipient of NASA’s Exceptional Service Medal and DoD Meritorious Service Medal. 

He received a Master of Science degree in aeronautics from Embry-Riddle Aeronautical University and a Bachelor of Science degree in electronics from Southern Illinois University, focused on electrical engineering and digital computing.  He is also a graduate of the Georgetown University Senior Executive Leadership Program and the Army Combined Arms Staff Services School.

Smith, Michele 2012

Michele Smith, CPCM
VP of Contracts

Michele Smith joined the company as an Account Analyst. She was promoted to Accounting Manager in 2004, became KeyLogic's Director of Finance in August 2006, and extended her responsibilities to Director of Contracts & Finance in September 2007. Ms. Smith oversees all finance department activities and has been an integral part of the company's financial management, including streamlining processes and increasing the efficiency and maturity of the financial business systems.

A graduate of West Virginia University - Parkersburg, Ms. Smith earned a BS in Business Administration and Accounting.

Scott Thesing, PMP
Director of Budget Solutions

Scott Thesing has over 20 years of federal consulting, knowledge management, and business management experience. Mr. Thesing KeyLogic in October 2000 and currently serves as Assistant Director of the Knowledge Management Strategic Business Unit (SBU). He received his BS degree in Information Services from Salisbury State University in 1987 and previously worked for companies including Wang Laboratories, Booz Allen Hamilton, and ISSI Consulting.

In addition to managing the daily operations of KeyLogic’s Columbia, MD office, Mr. Thesing is actively involved in large systems development efforts involving several developers and multiple contracting firms, and has participated in the rollout of several nationwide systems, with work including system specification, database design, system database programming, training, documentation, and task management.

Chelle J. Adams, CPLP, SHRM-CP
Director of Human Resources

Chelle Adams is the Director of Human Resources, where she provides innovative performance and talent management solutions to empower understanding and engagement of all employees of KeyLogic. She is a seasoned leader with over 23 years of professional human resources experience in both higher education and behavioral healthcare.

Ms. Adams has a strong track record in designing forward thinking programs in recruiting, training, compliance, succession planning, and performance management. She is a proven expert in leadership, organizational development, and talent strategies.

Ms. Adams serves as an Adjunct Professor in WVU’s College of Business and Economics, teaching courses in management and human resources.  She is a frequent guest lecturer at Fairmont State University, teaching courses in performance improvement, conflict management, ethics and customer service.

Her work in the human resources field has earned her international recognition as HR.com LEAD 2016’s “1st place - HR Custom Content Programming – Emphasis on Leadership/Organizational Development.”  Her HR team was awarded the “Best West Virginia Government Organization of the Year” in 2014 by ATD. In addition, the team was nationally recognized by CUPA-HR for the “Excellent in HR National Award,” as well as the “Southern Regional Excellence in HR Practice Award” in 2013.

Ms. Adams holds a B.S. degree in Business Administration from California University of Pennsylvania and a M.A. degree in Educational Leadership from West Virginia University.  She is also a Certified Professional in Learning and Performance (CPLP) through the Association of Talent Development (ATD) and a SHRM-Certified Professional (SHRM-CP) through the Society for Human Resource Management (SHRM).

     Valerie Evanoff
     Strategic Advisor/Biometric Subject Matter Expert      

       Valerie Evanoff is a respected leader in the fields of biometrics,        
       forensics, identity management and identity intelligence. In 2012
       she left Federal Service to launch  CrossResolve, providing specialized   
       technical and advisory services to Federal and State agencies as well   
       as the private sector.

As a former FBI representative to the National Science and Technology Council (NSTC) Biometrics and Identity Management Subcommittee's Research, Development, Test and Evaluation (RDT&E) Working Group, Ms. Evanoff served as a primary author of the National Biometric Challenge Update 2011, which defined government-wide priorities in biometrics. Ms. Evanoff also represented the FBI on other national committees and working groups, including the Scientific Working Group for DNA Analysis Methods (SWGDAM) Rapid DNA (R-DNA) Subcommittee, and the FBI Criminal Justice Information Services (CJIS) Division Advisory Policy Board (APB) R-DNA Task Force.

Ms. Evanoff was a founding member and architect of the FBI RDNA Program Office (FBI Laboratory Division), which provides all administrative and technical management of the FBI’s R-DNA initiatives and the technical expertise for DOJ’s R-DNA initiatives. Her tenure at the FBI CJIS Division also included support of the Next Generation Identification (NGI) program's Services, Evaluation, and Analysis Unit (SEAU) and the Biometric Center of Excellence (BCOE) .

Prior to her federal service, Ms. Evanoff was the CEO of Biometric Services International (BSI), a wholly-owned subsidiary of the National Biometric Security Project (NBSP). The company’s portfolio included multi-million dollar Federal Intelligence Community (IC) contracts.

Ms. Evanoff has a BS degree from The Ohio State University in Microbiology, with a Minor in Communication, and an MA degree from West Virginia University in Secondary Science Education.
