Jon Hammock
President & CEO

Jon Hammock, President, CEO, and Founder of KeyLogic Systems, Inc., has over 25 years of technical and management experience. From the beginning, KeyLogic was founded on the philosophy of building great client relationships through deep partnerships and thought leadership. These principles are still at the heart of KeyLogic and are clearly seen in the corporate mission and vision.

Mr. Hammock, as CEO of KeyLogic, is responsible for the long range strategic plans and initiatives focusing on and advancing critically important, nationally successful missions. Under his leadership, vision and implementation of the company’s Anticipatory Service model, KeyLogic has seen a track record of success resulting in 19 years of growth. Mr. Hammock is most proud of KeyLogic’s unwavering attention to customer's mission success and satisfaction that is best demonstrated by never having a one-time customer - every customer has provided repeat business. Jon has over 30 years of delivering technical and management experience to government and commercial clients.

Hammock has a BS degree in Computer Science from West Virginia University and an MBA from the University of South Carolina. He is a member of the WVU Lane Department of Computer Science & Electrical Engineering's Academy of Distinguished Graduates. He's the chairman of the WVU Statler College of Engineering and Mineral Resources Advisory Committee. An active member of the community, Hammock serves on the Morgantown Area Chamber of Commerce Board of Directors, and the Foundation for Mon General Hospital. Hammock's past work experience includes General Electric and Westinghouse.

His work with KeyLogic has earned him recognition as the 2009 Ernst & Young Entrepreneur of the Year and the 2015 Milan Puskar Entrepreneur of the Year Award from the Morgantown Area Chamber of Commerce. KeyLogic was awarded the U.S. Small Business Administration 2015 National Prime Contractor of the Year and the U.S. Department of Energy Small Business of the Year 2014. In addition, KeyLogic has earned recognition from Washington Technology Fast 50, Inc. 500/5000, Federal Times' Top Contractors, and the Morgantown Area Chamber of Commerce.

Bissett, Ken 2012

Ken Bissett
Chief Financial Officer

Ken Bissett has more than 35 years of experience performing and managing all aspects of finance, accounting, planning, contracts, human resources, administration, and general operations management. As Chief Financial Officer (CFO), Mr. Bissett develops strategies to maintain the company’s strong financial growth, manages corporate processes and fiscal systems, and oversees all of KeyLogic’s daily business operations and works in-step with Mr. Hammock on all major initiatives.  Prior to joining KeyLogic, Mr. Bissett served as CFO for several companies, including LJT & Associates and TSI TelSys.

John Ramsey
Vice President of Energy Division

John leads KeyLogic’s Energy Strategic Initiatives for driving growth and enhancing corporate capabilities in the energy sector.  With more than 14 years of experience providing technical support and economic analysis for energy research and development projects, Mr. Ramsey is also the Deputy Director for the KeyLogic MESA program.  He interfaces directly with senior client management to ensure the optimal allocation of technical resources and service delivery for complex projects.  His background in chemical engineering and his management skills bring a rare capability to address technical and organizational issues resulting in successful implement of client initiatives.  Mr. Ramsey previous experience includes URS Corporation and Dow Chemical.

Mike Leibig 
Vice President of National Security Division

Mr. Leibig has over 20 years of federal consulting experience and currently serves as the VP of the company’s National Security Division.  A certified Project Management Professional (PMP), Mr. Leibig has supported a wide variety of clients including the Defense Information Systems Agency, the Intelligence Community, US Air Force, US Army, and the Environmental Protection Agency.  Mike’s experience across the federal government allows him to bring fresh perspectives and best practices to clients in program, project, and portfolio management.  Prior to joining KeyLogic, Mr. Leibig worked for Booz Allen Hamilton and ISSI Consulting Group. 

John Marinaro
Vice President of Federal Civilian Division

Mr. Marinaro leads the KeyLogic Federal Civilian Division, and applies his expertise in aerospace and electrical engineering, safety management, software development and validation, and quality assurance to the company’s government and commercial clients.  John also oversees KeyLogic’s Quality Management approach, leading the CMMI and ISO process initiatives that result in consistent delivery of high quality products and services to KeyLogic clients. John possesses over 33 years in government and civil service including service with NASA, the Federal Aviation Administration, the Naval Air Systems Command, and three of the four major branches of the United States (US) Armed Forces.  Mr. Marinaro is the recipient of NASA’s Exceptional Service Medal and DoD Meritorious Service Medal.

Smith, Michele 2012

Michele Smith, CPCM
Vice President of Contracts

Michele has more than 17 years’ experience in federal government contracting and specializes in contracts management, business development, capture and proposal management, and process improvement. She oversees KeyLogic’s implementation of Shipley-based business development processes and leads the corporate account management approach.  Ms. Smith manages areas of negotiations of contracts/subcontracts, financial management, invoice processing, cost proposals, and contracts administrative functions.  Michele is a Certified Professional Contracts Manager (CPCM) and is an active member of the National Contract management Association (NCMA), where she served as President of the Northern WV Chapter.

Scott Thesing, PMP
Director of Budget Solutions

Mr. Thesing oversees development and delivery of the KeyLogic budget solutions to customers across the federal government.  Scott has over 30 years of federal consulting, knowledge management, and business management experience to deliver effective, efficient solutions.  He leads KeyLogic’s enterprise systems development efforts to for budget formulation, execution, and management systems that are critical to all organizations.  Mr. Thesing is a certified Project Management Professional (PMP) and Agile Scrum Master and previously worked for Booz Allen Hamilton and other consulting firms.

Chelle J. Adams, CPLP, SHRM-CP
Director of Human Resources

Chelle Adams is KeyLogic’s Director of Human Resources, where she provides innovative performance and talent management solutions to empower understanding and engagement of all employees of KeyLogic. She is a seasoned leader with over 23 years of professional human resources experience in both higher education and behavioral healthcare. Her work in the human resources field has earned her international recognition as HR.com LEAD 2016’s “1st place - HR Custom Content Programming – Emphasis on Leadership/Organizational Development.”  Ms. Adams is a Certified Professional in Learning and Performance (CPLP) through the Association of Talent Development (ATD) and a SHRM-Certified Professional (SHRM-CP) through the Society for Human Resource Management (SHRM).

Butler, Carey 2012

Carey Butler, PE, PMP, PgMP 
Strategic Advisor/SME, Energy Solutions

Carey spent 11 years with the KeyLogic Energy Division before retiring in December 2018.  His technical and management expertise have resulted in the expansion of the company’s capabilities for supporting large research & development programs for DOE and other clients. Mr. Butler, a certified Project Management Professional (PMP) and Program Management Professional (PgMP), possesses over 30 years of experience in leading large federal government contracts.  Carey is a graduate of the U.S. Naval Academy and his active duty included an officer position in the Navy’s nuclear submarine program.

Copen, Glenn 2012

Glenn Copen, PMP
Strategic Advisor/SME, Strategic & Performance Management

Glenn Copen brings more than 35 years of technology experience and over 25 years of project management experience to KeyLogic. Glenn worked in several different capacitites during his 15 year tenure at KeyLogic before his retirement in October 2018.  In his role, Mr. Copen led emerging and strategically important initiatives, including advancing KeyLogic Solutions and Campaigns.  A certified Project Management Professional (PMP), Glenn applies his strategic planning expertise to provide government and commercial clients with a real-world approach to linking enterprise strategy with efficient operational processes to result in organizational engagement and alignment.  Prior to joining KeyLogic, Mr. Copen worked for technology companies including AT&T and Sterling Software.
