This effect, sometimes referred to by Federal leaders as ‘a vast sameness’, means that proposals for projects are often thought of as commodity bids – one solution is equally as good as another. This can result in more acquisitions becoming price shoot-outs; if all the companies are the same, why not simply award to the lowest price?
