KeyLogic Helps Bring MSIX into OMB Compliance
The Client: The Department of Education’s Office of Migrant Education (OME) runs the Migrant Student Information Exchange (MSIX). The MSIX initiative allows states to share education and health information on migrant students, who tend to move frequently between states. Working as a subcontractor to Deloitte Consulting, KeyLogic was brought in to provide project management services for MSIX.
The Challenge: The Office of Management and Budget (OMB) has mandated that OME file regular MSIX progress reports using the earned value management (EVM) method. EVM measures cost, work, and schedule performance to objectively quantify an initiative’s value. Before KeyLogic came aboard, OME had no systematic EVM tracking in place and was out of compliance.
The Solution: KeyLogic created an EVM system that allowed OME to report MSIX data in a uniform and cohesive way. Prior to KeyLogic’s arrival, the office relied on an array of non-standardized spreadsheets and documents to prepare its reports. KeyLogic created a new uniform EVM reporting system in Microsoft Project. Today, KeyLogic receives OME’s monthly project reports as native Microsoft Excel and Microsoft Project files, and updates the Microsoft Project file so that it can produce valid EVM calculations. KeyLogic then prepares and issues compliant project reports and returns the enhanced Microsoft Project file the reports are based on.
The Result: OMB’s MSIX project is now in sync with OMB’s EVM requirements. That reduces tremendously the risk that OMB might issue a temporary stop order or halt the project altogether for non-compliance. Other results include:
- Improved Data Analysis. KeyLogic consultants helped determine MSIX’s true EVM score. KeyLogic also serves as an internal information resource to the client. KeyLogic’s Performance Management Professionals (PMPs) and Earned Value Professionals (EVPs) stand ready to explain data points so that OME is never blind-sided with questions it cannot answer.
- Improved Communication. By serving as a resource to support MSIX’s monthly reports, KeyLogic has opened new channels of communication between OME and leadership at the Department of Education.
- Improved Performance. EVM compares performance against schedule and budget, and projects against each other. It also predicts future project performance. With that information, the Department of Education can direct resources as needed to assist the MSIX project to perform better.
