The Client: A major credit company servicing federal agencies.

The Challenge: Given the misuse of credit cards for unauthorized purchases by government employees, the General Services Administration’s (GSA) SmartPay II required that competing vendors have credit card management application with data warehousing functionality capable of processing transactions in near-real time that could rapidly detect misuse, abuse, and fraud. At the time this requisite was established, there was no company able to provide a system that could meet the requirement.

The Solution: Working with a major credit card company, KeyLogic built eight data warehouse modules designed to detect credit card abuse. Using a new “rules” reporting structure, the system was able to detect patterns of misuse. This data mining module was established to use artificial intelligence to identify potential cases of fraud while a compliance module detected suspicious credit card transactions. These capabilities allow managers to easily review multiple transactions and assess whether purchases are abusive and an easy-to-use dashboard allows them to build customized data displays to fit their particular needs.

Results: The program had two beneficiaries. First, by improving its processes, the credit card company grew its share of the government market by 10 percent. Second, the GSA’s clients, federal agencies, improved fraud detection dramatically. Other benefits to government agencies include:
